What is Framework II?

Framework II is an embedded institutional framework for organizations. It runs inside your environment, detects cross-portfolio fragmentation, and proposes small timing and format adjustments that leadership can adopt. It does not run operations or replace governance.


Who is it for?

Institutions that coordinate multiple entities and safeguard long-term consistency, including:
• Executive Offices and Executive Councils
• Planning and Strategy Authorities
• Government Performance and Delivery Units
• Digital and Data Governance Authorities
• Multilateral or Cross-National Secretariats
(Advisory-only support is available for sector ministries when the goal is cross-portfolio coordination.)


How do we start?

Request a senior briefing with a short note on your priorities. If there’s fit, we begin with a four-week read-only review across two priority portfolios (advisory only; based on public materials).


How is this different from consulting, branding, or KPI dashboards?

Framework II doesn’t rebrand, market, or manage KPIs. It focuses on underlying institutional pacing and responsibility hand-offs—so programs move together and priorities survive transitions.


Is this software or a consultancy?

Neither in the usual sense. It is an embedded institutional framework: light instrumentation plus disciplined analysis that generates guidance for leaders. There’s no dashboard to learn and no operational takeover.


Does it require major restructuring?

No. Framework II works with what already exists. Adjustments are lightweight and non-disruptive; leadership chooses what to adopt and when.


What happens during the four-week review?

• We review public-language materials (plans, calendars, announcements).
• We identify gaps in timing, responsibility clarity, and hand-offs.
• You receive a short continuity brief with specific, low-lift proposals.


What follows the review?

If fit is clear, a ninety-day installed pilot: weekly guidance notes on two–three initiatives, then an end-of-pilot continuity brief. You decide on next steps.


What do you need from us?

A senior sponsor, access to public (or approved) documents, and short coordination touchpoints. No system integrations are required to begin.


How is success measured?

By consistency outcomes: fewer cross-entity contradictions, steadier delivery timing, clearer responsibility hand-offs, and preserved intent through leadership/budget transitions.


Is the work confidential?

Yes. Engagements are discreet; we don’t publish client names or internal details. Public outputs (if any) are agreed in advance.


Where do you work?

We are based in Europe and engage internationally—Middle East now; Europe, East Asia, and North America next—based on readiness and invitation.


Does this replace performance or digital units?

No. Framework II complements performance/delivery and digital/data authorities. It improves the coordination those teams rely on.


What about cost?

Pricing is modular (review → pilot → continuity support) and provided after the senior briefing, once scope and fit are confirmed.
